What is a netblock?

A netblock is a range of consecutive IP addresses, for instance: 196.25.0.0-196.25.255.255.  Netblocks are sometimes displayed in Classless Inter-Domain Routing (CIDR) notation. For instance, 196.25.0.0-196.25.255.255 is 196.25.0.0/16.
